What do “Late” and “Early” mean?

It's how many minutes the bus is running late or early, according to what the company reports. “On time” means it's doing fine.

When the company reports the bus's status, the card says whether it's late or early, and by how many minutes.

“On time” means it's running as expected. “Late 5 min” means it's running five minutes behind schedule. “Early 5 min” means it's five minutes ahead.

For intercity buses, the card may also say from which stop it fell behind or got ahead. That makes it more precise.

If none of these words appear, it's because at that moment the company isn't reporting the bus's status.
